Decades of experience

Roy has more than four decades of experience in local government. During his tenure at Washington County as a Commissioner, he managed a budget of more than a billion dollars, negotiated agreements with Nike and Intel, and helped build out the transportation infrastructure needed to keep the county growing and thriving.

As a TVF&R Commissioner, Roy will bring crucial budgeting experience along with knowledge of how local government entities work together to get taxpayers the most out of their investment, and the fire department is best serving the residents of the district.

As Fire Commissioner, Roy will work to:

  • Build new stations and training facilities for future growth across the TVF&R service area.
  • Build strong regional relationships with other government entities.
  • Strong budgeting and accountability for any public funds spent.
  • Provide excellent training and staff support.

TVF&R Commissioner

Tualatin Valley Fire & Rescue (TVF&R) is governed by an elected five-member Board of Directors and managed by professional staff. The district operates 28 fire stations spread throughout Washington, Clackamas, and Yamhill counties and employs more than 450 firefighters and paramedics. Additionally, the district oversees a fire station, a Command and Business Operations Center, a training facility, a South Operating Center, and a Logistics Service Center.

Residents served by TVF&R benefit from the sophistication, economies of scale, and resources of a large fire district with the accessibility and community involvement of a small-town fire department. TVF&R receives almost its entire funding from property taxes. This funding comes through a permanent tax rate and temporary funding sources such as a local option levy and general obligation bond.
